Going by the press release from the former FM of India, there was to be no live ammunition on any vessel taking part in the Naval Exercise. [It is suggested that the USA withdrew, but was aware of the Iranian warship being in the exercise, and would have known it was unarmed.] So a war crime, and a serious breach of Maritime Law.
