Thinking of moving to Canada. As a New Englander, where in Canada would I be happiest? I don't speak French, and I like cities and bookstores.

Oh, and I'm also on the older side of life, so I should probably have access to health care. I heard that some part of Canada has been cutting way back on the national health system? Kind of going American?

It's not that easy. You can't just decide to move to Canada; you have to apply for permanent resident status, and that is not automatic.

In particular, if you're "older", i.e. retiree or similar? Why would Canada admit you just to put you onto public benefits (Canadian Pension Plan, medicare, etc)? You're unlikely to qualify if this is your situation.

Yes, that's what I was thinking.

Moving into Canada is as intricate as moving into the United States.

Virtually every country with a functioning government has restrictions on who can decide to live in the country, and what they have to do to qualify for that permission.

Not picking on you here, but as a Canadian, it always puzzles me when Americans just casually drop "I'm going to move to Canada" without ever having looked into what the requirements are. It's almost like they don't think we get a say as to whether they come here or not.
