Where are you getting $2.19 an ounce?
24 dough balls weighting 9 oz each (13.5 lb total), for $99 - about $4.12 a dough ball, or $7.33 a pound of dough.
Assuming 75% hydration, that's about 7.7 lb of flour, effectively $12.80 / lb to get it already mixed into dough and portioned up.
Overpriced but not that insanely so compared to the (already quite pricey) flour you linked.
