mike805@kelpana @redsad The state is just the biggest gang in any given territory. A state is referred to as "stable" if the #2 gang is not strong enough to mount a challenge.
In the case of Israel specifically, the Zionist movement used a variety of those "non-state violence" tactics when they were weak and stateless.
As did the American revolutionaries after 1776.
