I suspect that the 30 signs in side streets will just remind drivers to keep it under 50. If you're serious about having drivers slow to literally 30, you need 15 km/h signs. :) Or else speed bumps. And no, no the fake Vancouver speed bumps that can be easily hit at 60 km/h; the sharp, jolty ones.
In some of the neighborhoods listed it is impractical to try to hit 50 km/h, regardless of whether that is within the posted limit. Like River District? That is just such a busy area, with four way stops, foot traffic, cars pulling into and out of parking, line ups for traffic lights onto Marine. The neighborhood is quite hemmed in and provides no meaningful shortcut. Going between Marine and N. Fraser Way via Sawmill, Rivergrass and E Kent Ave N, is going to be slower than just using Marine Way and Boundary.
