ToastedRavioliI get what youre saying but, just like with license plates, your drivers license is technically state property. They just allow you to temporarily possess it. Point being that they can and will toss someone in jail for refusing to hand it over, which is surely worse than just handing it over. Fucked as the reasons may be that they want it back
