Could it be that Trump wants to turn Cuba into a private island, a feudalistic private state? Just as he plans to do with Gaza? There, the Israeli military cleared the area. In Cuba, hunger, thirst, and epidemics are doing the job. I don't think that's out of the question.
Yes. Also, network states can be small sections of existing nation states.
More important than area size is the resources they can plunder.
Eg, Greenland's rare earths & melting ice that will soon enable agriculture. The oligarchs are already buying up such promising real estate.
