We have proposed to open negotiations with Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia and Serbia to extend the EU’s 'Roam Like at Home' regime to these Western Balkan countries.

This would allow people travelling between the EU and Western Balkans to call, text and use mobile data without roaming surcharges, making it easier and more affordable for them to stay in touch while abroad for study, work or holidays.

Great, the more countries, the better.
But why is it that if I'm with my phone (from .pl) somewhere (e.g., in .fr) I can call all Polish numbers for free, wherever they are, but calling someone's French number who stands right next to me is expensive? Where's the point?
@wariat @EUCommission roaming only applies to mobile data internet connection, it has nothing to do with the call rates of your carrier (only the data rates).

@trzyglow
Still, being outside of my country I can call by phone any number registered in my country, no matter where it currently is, and it's free. Nobody pays a cent.
Same time have to pay extra for call someone registered same BTS as I am because he is registered in country i'm currently.
For me it's strange.

edit: was confuse for a second; i agree it is a strange system.
@wariat @trzyglow @EUCommission If I had to guess, I'd say that's the next step.
