ICE will pursue these projects quietly whenever possible.
ICE will obfuscate and sow misinformation to frustrate inquiry.
ICE will not alert community leaders where new detention facilities are being planned and constructed.
ICE will endeavor to fill every bed in these new camps. Tens of thousands of "beds."
Once built, the gears of these camps must turn with maximum efficiency and therefore with built-in inhumanity.

At least 20 communities with large warehouses across the U.S. have become stealth targets for Immigration and Customs Enforcement’s $45-billion expansion of detention centers. Communities are objecting to mass detentions and raising concerns that the facilities could strain water supplies and other services while reducing local tax revenue. In many cases, mayors, county commissioners, governors and members of Congress learned about ICE’s ambitions only after the agency bought or leased space for detainees. That's led to shock and frustration even in areas that have backed President Donald Trump. This is happening as public support for ICE and Trump's immigration crackdown sags.

fortunately ICE is not very good at capacity planning. They will end up buying these properties, then realize that the infrastructure (roads, electrical supply, water supply, personnel) are not available to support the intended use. Finally they will sell these properties at a loss. Our tax dollars "at work".
If you're in a community and discover a sale, lobby the town to put a toll on the road to the warehouse, apply additional water, sewer, or real estate taxes to help "defray" the extra cost before they figure out it's not feasible. At a minimum your town should get back more that what ICE puts into the effort.
You fight back by making the effort too expensive to support
If these purchases prove to be merely wasteful, that will likely be the best possible outcome.
I don’t share all your optimism about MAGA/ICE incompetence. In fact, the inability to do deep planning is part of what makes these sites so dangerous, imo.
