@newsguyusa Whether he does so rests on the distinction between formal and actual responsibility. It is not unknown for someone to take formal responsibility for something that they had advised against but been unable to prevent. The classic case of this is the resignation of #lordcarrington immediately after the invasion of the #falklandislands in April 1982. For him to abdicate would be an extraordinary break with tradition - whereby royals seldom take actual responsibility let alone formal!
@newsguyusa The underlying problem has been the #uk reliance on what has been called the 'good chap' theory of governance. Not my description but that first outlined by #lordhennessy . Such a system does not cope well with the likes of #borisJohnson , #petermandelson or #andrewmountbattenwindsor !
