So foreign supplier previously sold import for X.
Wirh tariffs, X+25%.
Supplier made US customer pay the 25% by raising prices, got same or similar profit.
Now the 25% will be refunded to the foreign supplier "because: illegal".
US feds will have to pay the 25% by raising taxes on US taxpayers since the money went to genious ideas and is "gone". That is, not the rich, only the taxpayers.pay. Again. Double whammy.
