It's actually quite surprising for possibly the most judicially activist SCOTUS ever to have found a limit to its Constitutional revisionism; but even the Roberts Court, it seems, cannot whip up a majority for handing the legislature's tax powers wholesale to the executive branch.
Now comes the messy part: refunds.
