Failure to pass a Budget Bill usually results in the legislators who are in government losing their (ministerial) jobs, that pay more than an ordinary legislative salary, and their party losing power.

Usually presidential systems are classed as not Westminster-style.

When it comes to those systems: outwith the Americas in fact quite often the head of state is not the same as the head of the executive (e.g. in Germany, Ireland, France, and India) and is nominally the constitution-defender.

Alas, though, the whole idea of a head of state with ultimate power to step in, is not a #fascism-blocker. Fascism after all took hold in monarchical 1920s Italy.
