Safari for macOS:
1. Open History (command-Y).2. Select an entry using the arrow keys.

Update: I finally found that pressing Control-Return opens the contextual menu for a History item, from which you can pick "Open In New Tab".
(It looks like Control-Return is a more recent semi-system-wide kind of shortcut.)
