Mouser customer service explained that Analog Devices don't want to sell to private individuals in Europe due to geopolitical reasons.

@whitequark Mouser cancelled my order of MAX2682 mixer chips 2 weeks ago. Digikey however did sell me some.

They will only sell to the flakiest of cut out companies. Because companies would never immediately on sell chips to avoid import restrictions and sanctions.
