To label this as "moderate certainty" takes guts, considering that e.g., 50% of UK's food arrives from the EU:

"Without significant increases in UK food system and supply chain resilience, it is unlikely the UK would be able to maintain food security if ecosystem collapse drives geopolitical competition for food. The UK relies on imports for a proportion of both food and fertiliser and cannot currently produce enough food to feed its population based on current diets. Countries best placed to adapt are those that invest in ecosystem protection and restoration, and resilient and efficient food systems."

Maybe because there are 2 "directions" states _and_ individuals can respond to this: grab as much for yourself as [soon as] you can, or work co-operatively on solutions. Actual direction and net result will depend upon the powerful who've already shown their intentions, as well as grass-roots pressure. Gov prob want to have to deal with as little of both of these as possible. You can imagine Ed* Miliband and Reeves will be leaning hard in opposite directions on this.
