Rostelecom first became a transit provider for TIC way back in January 2010. It was AS12880 back in those days and my colleague (Renesys founder) @jimcowie wrote up the development here (thank you Internet Archive!):
Despite this development, internet service is still down across Iran with extremely rare exceptions.
The shutdown is now in its 12th day, having begun on Jan-8.
