I still believe technical folks would solve these challenges effectively, if not for the business decisions which led us here preventing them from doing so.

Last I checked it was basically 1 guy with a "server" in his basement which controlled how most computers handle timezones. Yes time is tracked by quantum clocks. In most computers time is tracked by seconds since Jan 1st 1970 but converting to correct hour is difficult. Like dst or a town which is split in the middle by the timezone line. Spain is an hour ahead of England...
