Tom Baker's Doctor wore that improbably long scarf due to a bit of a mixup at the BBC: they hired outside talent to knit the scarf for the costume, but the costumer didn't really know how much yarn it would take so they ordered way too much. And the artist who got the yarn looked at it, shrugged, and used the whole thing under the assumption that was what was desired.
