Yea, I suspect they were fishing for new series for the entire Picard series. There were lots of stories left on the table if anyone cared to pick them up.

It's a strange decision that the editors made.
There's a 15 minute epilogue where #Picard chats with simulated #Data, and then returns to La Sirena. They could have snuck in one liners to explain everything, but decided to just have ANOTHER Data death scene (kind of a waste given S3).
"Aia is now the only planet designated quarantined under General Order 7" etc. 🤷♂️

@kcarr2015 @lxskllr It's important to remember that the showrunner, Michael Chabon, left after S1. I'm sure seasons 2 and 3 would have been radically different had he stuck around, and he likely would have followed up on his own loose threads.
His replacements...didn't. And COVID didn't help.
