We know that nearly all kids who start on puberty blockers go on to hrt (because, shockingly, kids actually have insight into themselves).

We know from the evidence it's better if kids have their puberty at the same time as their cis cohort.

So just give them the fucking hrt.

Blockers were always a compromise and if cis people can't compromise then let's do the best thing for the trans kids.
