This happened when I was attempting to switch accounts. Both accounts are connected to Active Directory and at that moment the computer was networked and hooked up to the office network. It took another 10 minutes to be done waiting and then it gave me the user log-in screen.
That's some great #UX there, #MicrosoftWindows engineers!
