This year, we will speak about spyware litigation in the EU — and the legal and ethical challenges of leaving powerful hacking tools in the hands of law enforcement. We’ll explore the risks of evidence tampering, the absence of effective remedies, and the systemic blind spots that allow abuse to thrive.

For us, the debate around hacking tools is fundamental. Like other dual-use technologies with both civilian and military applications, states remain reluctant to regulate them. And where there’s no regulation, there’s more room for unchecked use.

In the digital age, these tools can add, alter, or erase data. That means states can acquire capabilities — often from opaque or black-market sources — that literally let them rewrite reality.
