Yes, I’m familiar with the 27th Amendment & standing appropriations, I guess I was asking somewhat rhetorically, implying that it would take an act of Congress to amend this, to me, injustice. A few MOCs postpone or donate their shutdown pay, but Ds & Rs stalemate over whether to pay all fed workers (Ds), or just some (Rs). The Checks have bounced, the Balance is broken, & the system flaws are amplifying.
