Essentially due to the British border on the Island of Ireland the UK has a veto on abolishing the time shifts. The British/Germans introduced it during WWI in Europe. It was always almost pointless.

So the Spanish need to convince the British, who are not even in the EU.

Spain used to be in GMT, I think Franco changed to please Adolf? See map. Portugal, Ireland and UK are the same time zone.
