You can dump certain things like dry ice and silver iodide into moister laden air, but it doesn't do anything unless the moisture is aleady there. You're just making it rain NOW and HERE instaed of LATER and whereever the moisture will be later.
You can't just whip up a hurricane out of nowhwere by throwing some potassium iodide into the air.

@ai6yr Four interesting words in the text: "for the express purpose". It's almost like they know, but don't want to admit that airplanes do affect the climate. A part of me wonders if they want to use this down the line to have something to point at and say "see, it's been reported that air travel doesn't affect the climate."

Sarcasm, in case that's not obvious. There's always, theoretically, a non-zero chance that they actually figured it out at some point, and that they've only published the results they want us to see. Sure. I will believe that just as soon as I see a mountain of hard evidence to prove it. From what I can find, though, they've been pretty transparent about their attempts at modifying the weather, and that they still don't know how, and that we probably shouldn't hold our breath waiting for them to figure it out.

All machines using fossil fuels are weather modification and geoengineering equipment, that's a pretty large category. I guess since this is the FAA, it is limited to those that fly.
