Millions of Dutch kids and parents think this is ridiculous.
Perhaps you meant “When you are riding at high speed going downhill on a Mountain or Racing bike, you wear a helmet.”?
When I race, I wear a helmet. When I’m leasurely bringing my kid to school (in the Netherlands!!) we don’t.
Context matters
