I blog about tag2upload and *of course* podman chooses that very moment to crap out!

This distracted me from our other t2u subproject, namely a retry system for talking to gitlab. I wish modern software wasn't so flaky!

ETA: this particular failure turns out not to have been a podman bug, but due to a reconfiguration with unforeseen implications. Thanks to DSA for tidying it up.
