Everyone should still keep on it hard. Generally speaking the basis for this is some detail you may not even give a shit about that can be fixed and keep all the nasty crap while getting passed. If it is something significant, it can be shuffled around and stuff, or that part can be delayed and put into some other bill somewhere, or addressed in a trivially weakened manner that is really only just enough pretext to say you responded without responding.
