No, he's not a US citizen. He's from a country in Middle America (I don't remember which) and never got US citizenship. And IIRC he never did something wrong - he was accused of something (human trafficking?) years ago but the charges were dropped. Just to be picked up again now.

I'm not sure about Ne bis in idem in this case, because Idk how far those old proceedings went (just suspect or further).
Anyway: Rule of law is over in the US, especially if you're a non-citizen or belong to another vulnerable group like (anchor) kids.
