So, Trump doesn't have to pay his $500 million fine, because the eighth amendment prohibits excessive fines.

Also, for absolutely no reason, I'd like to point out that the eighth amendment prohibits cruel and unusual punishments, like concentration camps.

My understanding is that it's mostly "disgorgement of ill-gotten gains". Which means it's a fine equal to the money he defrauded the banks for, plus interest.

So it's not excessive.
