There was a similar story from Yorkshire in the UK, in the early 2000's.

One telecomm's engineer whose family had a farm was appalled when BT were refusing to run better cabling to rural area's, even though they had accepted the funding to do so, so they spoke with the other local farmers to get the rights-of-way, and used the farmer's equipment, to run fibre all over their local area. :D

To make everything equitable, they formed it as a co-op. :D

It's still going in Yorkshire, but they were a credible enough threat that BT started doing the rural build-outs properly. :D
