@blogdiva The first part seems to be consistent with reporting, although there's some possibility that ICE's activities in states whose leadership is pro-cruelty just gets less news coverage.

The second part is almost certainly a small number of states where there's plenty of Federalist Society judges in office; in particular, Texas and Louisiana.
