Also called the "leadership minute", it is a long-standing custom in the House that permits party leaders extended debate time on the floor.

The record for the "magic minute" is >8 hours set by then #Republican Min Ldr #KevinMcCarthy in 2021 when he gave a circuitous speech against Biden's $1.75T bill.

McCarthy broke Democratic congresswoman #NancyPelosi’s 2018 record.

"I feel the obligation Mr. Speaker to stand on this house floor and take my sweet time to tell the stories of the American people, and that is exactly what I intend to do. Take my sweet time," Rep #HakeemJeffries said around 6AM, an hour into his remarks.

"On behalf of every single American, I am…planning to take my sweet time," he added.
