Conceptual Architecture for the Implementation of a Responsible Research Assessment Framework Built on Open Infrastructures

This output from the CoARA Working Group "Towards Open Infrastructures for Responsible Research Assessment (OI4RRA)" presents a conceptual architecture to guide the implementation of Responsible Research Assessment based on Open Infrastructures. It introduces a four-tier model, covering persistent identifiers and metadata standards, open publishing venues, metadata aggregation, and assessment support services, to enable fair, transparent, and contextualized research evaluation. The document provides strategic and technical guidance for research-performing and research-funding organizations seeking to operationalize CoARA principles through open, interconnected, and sustainable infrastructures. Accompanying policy briefs further support Research Perfomring Organisations and Research Funding Organisations by offering practical guidance for the transition and adoption of open infrastructure-based assessment systems.
