Microsoft had it enabled by default. They can let time pass, let people forget, and slowly via a series of updates, turn it back on by default when an update is installed. Then, remove the option to turn it off entirely.

Microsoft has done this with its software before. It gives the user the illusion of choice, before eventually removing that choice.

They've already signalled their intent with this spyware. They only paused because it generated significant media attention.
