Palestinians in Gaza should have a free choice to leave or stay.

The problem is that if they are given that choice in theory, then Israel will force them to take it. That's not a choice.

It's not possible to give them a choice unpleasant somebody is able and willing to force Israel to let them choose and protect the step from annexation during reconstruction.
