Unless it's encrypted and the keys tightly controlled, data you think is confidential is only protected as well as the actions and practices of entities with the *ability* to access it allow. Private data is exposed in breaches *daily*, and that doesn't even factor in people with legitimate access who might look and disclose for any reason
