They are a group on their own.

In many other countries, when there is no candidate who has more than 50% of the votes, a new election is called with only the two candidates with the most votes.

In the USA, even when you do not have the majority of the votes, you still can become president. You can even have millions of votes less than your opponent and still become the President.

But the votes of third-party voters, do not belong to either.
