technical debt is what you see in the gif
the accumulation of cruft and shortcuts and abandoned initiatives that eventually needs to be addressed. all projects accumulate this flotsam and jetsam, some toxic, some (seemingly) harmless, but all an impediment to moving forward. management doesn't see it

Explaining to bankers:
it's not technical debt - it's an unhedged call option.
With debt you exactly know when you will have to pay, and how expensive it will be.
With "technical debt" you know neither. You just took the risk for a short-term benefit.
