No. That conclusion would be an instance of The Fallacy of the Middle. Even though anything is possible with ice cream, anything may also be possible without ice cream. When there is no ice cream, only those things that require ice cream are not possible. There may be no such things, some such things, or everything may require ice cream.
If the top sign said, "Nothing is possible without ice cream," that would be different.
But that's coffee, really.
