Upscayl is a pretty good free tool for image AI upscaling. I've used it a few times now for articles where all of the available images are too low-resolution, like this 2x upscaling on a 1024x688 Raspberry Pi photo that already had some JPEG compression.

I also tried throwing in some Nintendo 3DS screenshots at 4x upscaling with the digital art setting, it works surprisingly well. A lot of morphed objects and weird edges if you look closely, but the source is a 400x240 JPEG with heavy compression so that's understandable.
@corbin media images lower than 2048x2048 or something should be banned, i swear to god
