Hugh Ferguson@c_9 maybe the "hope" is that fewer cyclist will chance it and the cars will run the streets. The few cyclists who persist will be navigating that mini lane between the lane of traffic and the lane of parked cars, ever fearful of getting "doored" by an inattentive driver getting out of their parked car.
