Any average German vet lab has the capability to follow Prof Drosten's instructions according to Prof Drosten in one of his weekly podcasts. Those instructions where available worldwide for free in mid January.

Russia had the capability just as Germany or Taiwan. Only political failure in the pandemic response is the reason for any test shortage.
