The Ombudsman urgently appealed to the International Committee of the #Red_Cross and the #UN, as well as #Ukrainian law enforcement agencies due to the appearance on the Internet of a photo, probably of a #Ukrainian prisoner mutilated by the occupiers.
“This is not just a violation of the #Geneva_Convention concerning the Treatment of Prisoners of War. This is the behaviour of monsters! I note that in accordance with the norms of international humanitarian law, not a single prisoner of war can be subjected to physical injury, violence, or murder,” #Lubinets said.
