It will be ripped off by people doing half-ass work they overcharge for. This is what always happens with Republican money. But also they will overdo it and it will stop working. The maximum penalty would probably be equivalent to 4 (months) * 45 million (per month) = 180 million (about 6% of X's estimated revenue).
