I will admit that I do not know what this means, at least specifically.

But my hand-wavy understanding leads me to ask if you could use Justine Tunney's APE/Cosmopolitan to do so. I know it can work on bare metal but I don't know how a library designed to run on a full-fledged OS with a libc that can call into a kernel to do IO would work.

Can you help a non-programmer understand?

@mjg59 Why not some kind of VP9 or AV1 library instead? Is there some kind of complexity bound you're looking for?
