Fairly certain I've seen a few graphs and reports showing that laws passed had more correlation with money spent on lobbying than popular opinion but I'll need to actually re-research it to get some sources.

It seems to be on the right subject though it was some news reports I saw around 2016-2018. This may well be the paper it was based on though considering the time and how news reporters always seem a little out of date when it comes to reporting on studies.
