Jeffery Harvey, DEL, CEMIf there's no POSSIBLE way you can staff a point of distribution/dispensing site with 63 people, then don't write your plan with optimal staffing at 63 people.
If you outsource IT support regularly, don't write your plan with an in-house "IT lead."
If you already have detailed your ICS capabilities and plans in a basic plan of some sort, then there's no need to re-write the basic, garden-variety NIMS-based ICS chart in every other function-specific plan.
