Money from outside House District 21, and Texas, dominates fundraising in Phelan-Covey race

The Republican primary contest between Speaker of the House Dade Phelan and former Orange County GOP chairman David Covey, now in the last days of a runoff, could finish as the most expensive state legislative contest in Texas history.
